Not all project and system development methodologies such as Prince2, PMBOK and Scrum can be applied practically to all project types. An approach that can modify and combine methodologies and best practices is exponentially more effective at measuring, monitoring and managing project delivery.

If you have a mosquito, a fish, and a bear as nodes in an ecosystem and the bear is the problem, most consulting firms will address the issue by attempting to kill the bear. Killing a mosquito is easier to do and much less hazardous, if one can assess the situation and see through the moving parts, one can address the simplest (and cheapest) node, this will lead to the fish moving on and the bear either dying or leaving voluntarily.
